Insulating a top-floor flat from the inside — the build-up Technical Document F assumes.

A top-floor flat is the worst-performing dwelling type in Malta's energy tables, because the roof slab is a solar panel in August and a radiator to the sky in January. Technical Document F, which implements the energy performance regulations, sets a maximum roof U-value of 0.40 W/m²K for a new dwelling and 0.59 for a major renovation, and its own indicative build-up starts with a false ceiling under the slab and rigid insulation above it. That is a gypsum job.

Insulation from inside is what you can do without touching the roof membrane or the condominium's common parts. The Regulator for Energy and Water Services has run a roof-insulation grant of 50% up to €1,000; check the current call before you commit. No Maltese contractor publishes an installed rate, so the job is measured and quoted on site.

Yes, by the insulation thickness plus the frame — often 15 to 20 cm. Against the 2.60 m rule that can be the deciding constraint, which is why we measure first.
